Atlantic Regional Public Engagement Coordinator (ACIC)

Term: 1 year part-time contract (3 days/week) with the possibility of extension

Deadline: September 2, 2011 (3PM AST)

Salary: $37,000 + benefits (pro-rated)

Interviews: September 7-8

Location: Remotely – within Atlantic Canada

Beginning:  ASAP after interviews

Background:
The Atlantic Council for International Cooperation (ACIC) is a coalition of individuals, organizations, and institutions working in the Atlantic region, which are committed to achieving global sustainability in a peaceful and healthy environment, with social justice, human dignity, and participation for all. ACIC supports its members in international cooperation and education through collective leadership, networking, information, training and coordination, and represents their interests when dealing with government and others.

ACIC is one of seven Provincial and Regional member-based Councils for International Cooperation across Canada which, as a coalition, form the Inter-Council Network (ICN).

Rooted in communities across Canada, the Councils are leaders in public engagement and are recognized for bringing regional knowledge and priorities to the national level. The ICN provides a forum in which the Councils collaborate to improve development effectiveness, learn from each others’ specific skills, and identify common priorities for collective action.

Members include the Alberta Council for Global Cooperation (ACGC), Atlantic Council for International Cooperation (ACIC), Association québécoise des organismes de coopération internationale (AQOCI), British Columbia Council for International Cooperation (BCCIC), Manitoba Council for International Cooperation (MCIC), Ontario Council for International Cooperation (OCIC) and Saskatchewan Council for International Cooperation (SCIC).

Position Description:
The ICN is undertaking a national knowledge-sharing initiative that seeks to understand and analyse the current state of public engagement (PE) leading to active global citizenship in Canada, in order to increase the effectiveness of PE practitioners in the international cooperation sector, and to reduce duplication and increase collaboration amongst them.

The Atlantic Regional PE Coordinator will contribute to this initiative by working with other Regional Coordinators to conduct an inventory and “mapping” of current PE work that leads to active global citizenship across Canada.  This will provide groundwork for the creation of practitioner-focused Knowledge Hubs around specific topics.
The insights from Knowledge Hubs will be captured and shared through various channels to strengthen the capacity of the ICN and Canadian international development organizations to implement good practices and evaluate the effectiveness of PE leading to active global citizenship.
The Atlantic Regional PE Coordinator will also contribute to ACIC’s Public Engagement Regional Consultation Project, which will strengthen Atlantic Canadian PE practice through enhanced collaboration by ACIC members.  This project seeks to better understand the overarching ‘voice’ of the region and to determine how ACIC members can further collaborate to engage more Atlantic Canadians in a meaningful way.   Through a series of membership meetings, ACIC will collect and analyse information regarding PE practices in the Atlantic region, and through this process, develop a collaborative regional PE project.

Responsibilities:
The Atlantic Regional PE Coordinator will work with the ICN National Coordinator, in collaboration with other Regional Coordinators across Canada to:

  • conduct an inventory of PE activities in Atlantic through a range of activities (such as web research, administering a survey, conducting focus groups, web-research, individual interviews, and data analysis);

  • convene practitioners in a thematic “Knowledge Hub” for critical reflection and learning on a regular basis, over a one year period;

  • support the development of a community of reflective PE practice across Canada;

  • document good practices and lessons learned in undertaking PE towards active global citizenship;

  • participate in the development of a national Good Practices PE Toolkit and training module;

  • assist with the design of a national Good Practices in PE Conference; and

  • monitor, evaluate and provide information for reporting to CIDA

The Atlantic Regional PE Coordinator will also work with direction and support of the ACIC Executive Director to:

  • provide support to ACIC’s programs committee, who will provide leadership on the PE Regional initiative;

  • conduct an analysis of the results of the ICN inventory that highlights points of intersection and discusses regional strengths in the Atlantic;

  • Develop a strategy for engaging ACIC members in a regionally based PE project;

  • convene practitioners to develop ideas for a one-year regional collaborative PE project

  • Work with ACIC members to design a collaborative regional PE project, including objectives, description, timelines and monitoring and evaluation strategies;

  • Conduct research into possible funding mechanisms to support the regional  PE project and prepare funding proposals, as needed; and

  • Monitor, evaluate and provide information for reporting to CIDA.

Desired Experience, Skills and Qualifications:

  • Relevant university degree, and 2-5 years relevant professional experience

  • Knowledge of the international cooperation sector and approaches to public engagement

  • Demonstrated experience with program development, implementation, monitoring and evaluation

  • Effective facilitation skills

  • Knowledge of and experience with participatory research

  • Detail oriented, with experience managing logistics

  • Experience working with funders, such as the Canadian International Development Agency (CIDA)

  • Understanding of Results Based Management (RBM) (desirable)

  • Ability to work independently and as a part of a team

  • Ability to travel within Atlantic for focus-group activities
